I’m 19, female, and in college. I’m not just asking about junor styles but also for women my age (and a little older). Also, what styles do pleated skirts (any length) look good with?

How do you add pleats to a skirt?

I have purchased a skirt (very cheaply, thrifted) for my Halloween costume. I need to shorten it and am also hoping to add pleats to it. Is it possible to add pleats to a skirt that’s already been sewn together, without messing up the waistline? And if so, how do I do this?

How can I add weights to a skirt?

My school uniform skirt is really bad on windy days and it flies up a lot =/ I’ve been told that you can put weights into a skirt so it doesn’t fly up? How can I do this without ruining my skirt?
And my skirt is a pleated kilt-wrap skirt if that helps.
