Help me with my halloween costume? 10 points to best answer!?

For Halloween, I am dressing up as a scene/punk/goth/emo type thing. I’d like one of the tutu-ish skirts or a petticoat type skirt. Kinda like this or anything similar:

I don’t really want that one necessarily. And I’d like a corset-style top possibly and all the accessories.
I need help putting together an outfit all from ONE site. Hottopic would be nice, cuz I trust them, but if you’d rather look somewhere else, go for it. Keep it $100 or under, please. The cheaper, the better!
