Help with halloween costume?

My friend and i have matching costumes this year.
We were in wal-mart shopping when we found these cute “petticoats” (skirt) an we thought we’d just create our own costumes this year.
They’re bright neon orange, but we’re wearing them as skirts ’cause that’s what the look like to us.
Then we bought these green and black zebra print shirts that are like open in the back.
An we bought black pumps.
People say we’re trying to be “scene”, but we aren’t.
We just thought the pieces were cute.
What are some things we can add to our costumes?
We were going to put spray on hair color in our hair, but we both have dark brown hair, and when i tried the green out in my hair, it didn’t even show, so what are some colors that will show? It’s the spray hair color stuff that you can buy at wal-mart?
And how can we do out make-up?
