How can I fix up this simple dress to make it unique?

My junior prom is coming up in April (yeah, I know, a little far off, but last year I put off buying my dress and…lets just say it was a bad idea) and I’m out dress shopping.
I hate following the social norm. I do. I cant stand not standing out, so I want a dress that reflects that, but, so far, I’ve yet to find one that I like (I’ve spent the past couple days searching endlessly through mountains of frills and fuchsia).
Since I don’t want to spend hundreds of dollars on a dress I won’t wear that often, getting a dress custom made is out of the question. I want something cheap, so I figured, buy a simple dress and dress it up!
I’ve found a very simple plain black dress http://www.hotfash.com/dresses/short_dresses/romantic_black_dress_deep-v_halter_pleated_skirt-showstopper.html that I really like, you know, to start with. However, now I have a new dilemma.
What do I do to it?
I was thinking something along the lines of adding details to it. Like, sewing a little zebra print material to the neck line or adding lace (I’m quite…blessed in the chest area, so I don’t want the twins popping out all over the place, I figure, with as low as the neck line is on the dress, I need to add something there to make it more modest).
You guys got any ideas? It can be like one big brainstorm to aid me in my time of need! D:
You can also suggest accessories you think would work (bright tights, hair bows, etc)
Just remember. I want something awesome and unique. I don’t like anything too girly so don’t say things like diamonds and flowers. Bright and obnoxious always works for me. As does anything random, so give me all the crazy ideas you have!

go to walmart or your local fabric or craft store. But a red or pink (maybe white) ribbon, and tie it around the middle as a bow. It will be a sash. It will look fantastic, since the dress already looks great as it is.
I think it’s a really nice dress on its own. A thick-ish gold chain sewn down the bustline might dress it up a bit, or you could sew a bright colored fabric so that a little half-inch snippet shows at the chest. With that dress, I’d wear a strappy metallic heel and some fun vintage jewelry.
I think a lace bringing the two parts in the chest area together would look nice and if u really want to they could be like a bright green and like bright green or bright yellow or orange leggings would look cool… hope i helped!!!!
buy a sheet of lace… id say blk or red & sew it from the inside across the front v neck & in the back if its v cut as well… id just add sum sexy ankle strapped stiletos… with silver & bling fashion jewlery or pearls if you wanna look more classy. a classy up do! get your colors with the make up… smokey colors with a lil midnight blue or a dark purple with sum rimestones arund the eyes would look nice! if done right!

hmm..i like ur lace idea. white lace that would look really nice. how about wearing a bright belt around it? maybe red or yellow? depending on if u are sunny or more goth. but the red will look good in my opinion,yellow will stand out more.
theres also the idea of wearing leggings. if u go with the belt idea make ur leggings the same color as the belt. otherwise pick grey or white. but get the leggings that only go halfway down ur legs..oh i saw these leggings that had a zebra print on it that would be nice. i have some links for the zebra ones! (i like the second site)
if u have hair that goes past ur shoulders curl it and put a little bow on the right side. or u can but it in a bun. if u have anything shorter than that straighten it and pull half of it back in a chompie.or u can straighten it but curl out the edges
thats all i can think of..but u can put ribbons,sparkles,or a shawl around the dress. its really up to you and also depending on what u like.
You could add a sash under the chest part. Or you could make the top part a certain pattern and the bottom part can still be black. I’m not very good at explaining, am i?

You could add glitter, sequins, bead work, ect. to make a really cool design that flows diagonialy at the bottom of the dress or in between the bust. Like:
