To cosplay as Winry from FMA, is it ok to wear the black skirt and white tank outfit? Will it still count?

My friend’s mom doesn’t really wanna buy the whole jumpsuit thing. Will that outfit still count if she wears it to a convention? She might not be recognized right off the back but it still goes right?
