when is it appropriate for a woman to wear a long skirt for the evening and matching floral or printed top?

when are the holiwood dresses (long and elegant) appropriate aside from formals like proms and ritzy parties. What other occassions would a woman wear an evening gown? Or can she wear one(social graces) as long as it’s in the evening?

To a formal dinner maybe, in a upscale restaurant.

To a formal dinner, halloween costume haha, the red carpet. There really is not a lot of places you could wear a dress like that.

To any formal dinner party, evening wedding, military ball, awards ceremony, opera, theater… the list goes on and on. Anywhere a man would wear evening dress (tuxedo), then a woman should do the same.

Sadly probably never. Unless its prom or a black tie event. People are very casual
